All governing authority in the Church vests in the members. General supervisory authority is vested in the Executive Council consisting of lay members with vote and full-time ministerial staff without vote. Between meetings of the membership, the Executive Council acts on behalf of the membership. The Moderator, a layperson elected for a one-year term, is the principle executive officer of the Church and, between meetings of the Executive Council, acts on its behalf. The Senior Minister is the principal administrator of the Church. The Senior Minister has authority to entrust areas of responsibility to professional staff members, coordinates activities of the professional staff and represents the Church in organizations of which the Church is a member. The ordained ministers are the spiritual leaders of the Church.
